Rising Bihar - Investor Summit 2026
Rising Bihar - Investor Summit 2026 is being organised on the theme Bihar – The Emerging Investment Destination of India on 1st October 2026 at Hotel Taj City Centre, Patna.
The summit will serve as a premier platform to showcase the Government of Bihar's vision for industrial growth by highlighting its investment roadmap, progressive policies, investor-friendly incentives, and emerging business opportunities across key sectors. The event aims to facilitate meaningful dialogue between policymakers, industry leaders, investors, entrepreneurs, and other key stakeholders, fostering collaboration and promoting investment in the state.
Bihar is rapidly emerging as a promising investment destination with a strong focus on industrial growth, infrastructure expansion, ease of doing business, and inclusive economic development.
The Investors Summit will bring together policymakers, industry leaders, investors, entrepreneurs, financial institutions, and business associations on a common platform to present Bihar's investment roadmap, showcase sector-wise opportunities, and facilitate meaningful partnerships between government and industry.
The summit is expected to witness the participation of 200–250 leading industry leaders, investors, entrepreneurs and business delegates from across India, making it one of the most significant investment-focused business forums in the state.

Lucrative fiscal benefits, subsidies and land concessions — including land at a token ₹1 fee for major projects.
- Up to 10 acres for investments over ₹100 crore creating 1,000+ jobs
- Up to 25 acres for projects over ₹1,000 crore
- Up to 10 acres for Fortune 500 companies
Investors can opt for one of three financial incentive models.
- Interest subvention of up to ₹40 crore and SGST reimbursement up to 100%
- 300% SGST reimbursement of the approved project cost over 14 years
- 30% capital subsidy based on the approved project cost
Direct support for hiring and skilling, backed by statutory social security.
- Wage support: direct monthly assistance of up to ₹5,000 per worker for eligible sectors, alongside ESI/EPF social security backing
- Training grants: a skill development grant of ₹20,000 per employee to boost local employability
Export incentives have been doubled from the previous amount, with benefits extended for 14 years.

₹408.81 crore sanctioned for 242 acres near Fatuha in Patna, modelled after GIFT City, Gujarat.

Support for environmental protection and renewable energy adoption.
- 25% reimbursement (up to ₹1 crore) for environmental protection
- Up to ₹6 lakh for renewable energy usage
The Bihar Single Window Clearance System (SWCS) is the Government of Bihar’s integrated online platform designed to provide investors with a single point of interface for obtaining approvals, licences, registrations, clearances, concessions and incentives required for establishing and operating a business in the state. It is administered through the State Investment Promotion Board (SIPB), Department of Industries, Government of Bihar. The objective is to make the investment process faster, transparent, time-bound and investor-friendly, while reducing the need for investors to approach multiple government departments separately.
Bihar Start-up Policy 2022 offers a comprehensive ecosystem for entrepreneurs through interest-free seed funding up to ₹10 lakh, matching finance, additional incentives for women/SC/ST/differently-abled entrepreneurs, five-year regulatory support, government procurement preference, incubation and infrastructure assistance, patent support and access to venture capital.
The Bihar Industrial Investment Promotion Policy (Textile & Leather Policy), 2022 was designed to make Bihar an attractive investment destination for textiles, apparel, silk, powerloom, leather, footwear and allied industries, with a strong focus on investment, employment generation, value addition and export promotion. The policy was approved by the State Cabinet on 26 May 2022 and notified in June 2022.
